Congratulations to our BANNJ members who participated in and were honored at NAHB at the International Builders Show January 31-February 2 in Las Vegas for their leadership roles. Builder member Alan Archuleta was installed as NAHBR 2023 Chairman, National Area 2 Chairman for NJ and NY and Vice Chairman for NAHB Education.  Michael Kurpiel completed his second 2-year term as State Representative for NJ and Rich Robinson was installed as second term as Associate National Area Chair. BANNJ Chairman and NJBA Associate VP John Cioletti attended the leadership council meetings as NJBA's Associate Delegate.

The BANNJ leadership looks forward to the many great successes of our Ambassadors, members and volunteers to come this year and greatly appreciates your support and involvement.  Our membership recruitment goal is 23 in each of our four counties for 2023!

Resolutions Introduced in House and Senate to Overturn Biden WOTUS Rule

Pompeo Stands Tall with Home Builders

 Electric Vehicle Charging Station Law Reform

NJBA has been working for the past year to clarify aspects of P.L. 2021, c. 171, which mandates that developments of 5+ units install Electric Vehicle Charing Stations (EVCS). This week, the Senate Environment Committee heard testimony from NJBA CEO Jeff Kolakowski and released S3490 (Smith) which addressed numerous NJBA concerns. NJBA is pleased to report that on Thursday the bill passed the full Senate unanimously.

 

Summary of Changes

  • Limits the EVCS requirements to only the portion of a building reconstructed and newly required parking only.
  • Exempts 100% low or moderate income housing from the law. 
  • Removes the ability for the Department of Community Affairs to change the required amount of EVCS without a formal rule proposal.
  • Requires EVCS  installed by unit owners or those installed at the request of a unit owner to count towards the number of EVCS.
  • Removes spaces where EVCS cannot be installed from the required set aside. (NJBA is continuing to work on this amendment.)


NJBA will continue to work with the bill's sponsor in pursuit of additional changes and clarifications but is pleased to see this significant reform progress.

 Other Legislative Activity

Provides CBT tax credit for retrofit of existing warehouses with solar-ready zone once solar panels are installed. Reported out of the Senate Environment Committee and referred to the Senate Budget and Appropriations Committee. NJBA Supports S427 with Amendments


Requires public water systems and landlords to provide certain notice of elevated perfluoroalkyl or polyfluoroalkyl substances levels in drinking water; requires DEP to establish educational program. Reported out of the Senate Environment Committee and referred to the Senate Budget and Appropriations Committee. NJBA Opposes S3179 Unit Amended.
